Quebec Resident Fined $444,250 for Possession of Unmarked Fine-Cut Tobacco

Description of Offences: Possession of unmarked fine-cut tobacco and possession of unmarked fine-cut tobacco for the purpose of sale under the Tobacco Tax Act

Date of Offences: December 20, 2016

Date of Convictions: August 16, 2018, at the Cornwall Provincial Offences Court

Penalties Imposed:

  • A fine of $444,250 for possession of unmarked fine-cut tobacco for the purpose of sale. In addition, the court imposed a 25 per cent victim fine surcharge as required under the Provincial Offences Act.
  • A suspended sentence for possession of unmarked fine-cut tobacco.

Background: On December 20, 2016, officers from the Cornwall Regional Task Force searched a vehicle and discovered 3,085 kilograms of unmarked fine-cut tobacco. All tobacco products were seized and forfeited.
